JKO Countering Weapons of Mass Destruction

CWMD construct

1. Understand the environment, threats, and vulnerabilities 2. Cooperate with and support partners 3. Control, defeat, disable and dispose (CD3) 4. Safeguard the force, and manage consequences

Combined Arms Countering WMD Activity

1. Control - Isolate, Divert, Intercept, Seize, Secure (w/ assessment report) 2. Defeat/Disable - Delay, Disrupt, Destroy, Neutralize/Exploit, Degrade 3. Dispose - Reduce, Redirect, Dismantle, Monitor

Isolate

At the tactical level, isolation activities are actions designed to prevent the proliferation of WMD materials, equipment, munitions, or personnel from a site.

Divert

This task involves efforts and resources to change the intended course or destination of shipments of WMD-related technologies, materials, expertise, and/or means of delivery willingly or by force.

Intercept

The use of conventional forces and SOF (US & ROK-SWC) capabilities may be necessary to stop the movement of CBRN materials, WMD components, means of delivery, WMD related personnel, or functional weapons into or out of specified areas or nations

Seize

This task involves taking possession of WMD capabilities (areas, buildings, transports, materials, or personnel) to deny an actor of concern access to those capabilities

Secure

Preventing unauthorized access to sites or the removal of WMD related technologies, materials, or personnel

Defeat

Defeat activities focus on actions to delay, disrupt, destroy, or otherwise complicate the conceptualization, development, possession, and proliferation of WMD

Delay

Delay can include efforts to hinder the development, acquisition, proliferation, or use of WMD

Disrupt

For purposes of CWMD operations a BCT may be given a mission to disrupt the development, acquisition, or proliferation of WMD. This may include direct actions to intercept material en-route

Destroy

Destruction involves the process of eliminating WMD materials

Neutralize

Neutralize means to render safe mines, bombs, missiles, and booby traps; and 4) to make harmless anything contaminated with a chemical agent (JP 3-0)

Disable

Disablement includes efforts to exploit, degrade, or destroy critical and at-risk components of a WMD program and ensure that these critical and at-risk components are not used, lost, proliferated, or stolen

WMSL Site Zones

ROK-US Forces apply a "Three Protection Zone" concept in order to distinguish unit responsibilities when securing areas or sites

Zone 1

Graphic Control Measure used to describe an area of operation ideally suited to achieve the isolation effect on a suspected WMD target/site outside an assessed hazard or contamination zone

Zone 2

Graphic Control Measure used to describe an area of operation where contamination may affect personnel or equipment based on hazard assessments

Zone 3

Graphic Control Measure used to describe an area of operation with an immediate risk of exposure due to a release of CBRN material, usually a WMD site
