Answer: European rulers were guided by Enlightenment thought by starting to follow natural laws. Most rulers abolished torture and added laws to follow Enlightenment thoughts.

Answer: France, Austria, and Russia allied against Britain and Prussia. Britain and France had issues which caused them to want to fight and Austria and Prussia wanted to fight over Silesia. Russia joined Austria because they saw Prussia as a major threat to their goals.
